Whats left of the Windows software developer base is all clustered around Win32, Microsoft it seems (though this may change) will repeat the same mistake of WinRT and not allow third parties to compile native Win32 Arm software even though it has done so itself with Win10/Edge/Office.

The only way to create native Arm software that will extract the full performance of the system is via the UWP API which was tied to the now dead Windows Phone strategy, no-one is making Win10 desktop UWP software and the Win32 base is not transitioning to it because UWP is not a viable replacement either.

So they’ve gone with emulation as the primary system when it should have been the back-up system to a universal Win32 executable that supported x86/Arm if they let developers compile for the platform.
