Windows RT is Windows 8 with the lower level drivers altered to run on the ARM processor. It runs both Metro and Desktop modes of Windows 8 and as long as the horsepower is in the chip and the software will run offers all the functionality that one can achieve using INtel. Therefore in my book its a proper OS.
